tude may be partly accounted for by his friendship with Bugene Chen, I should add that Dr. Sun personally always showed himself ready enough, even anxious, for a reasonable settlement; but aothough his name is utilised for its pres- tige among the Chinese, he obviously counts for comparati- vely little in practice and is clearly in the hands of his

entourage.

General Li Fu-lin also promised us to do his best to nut an end to the strike. Mr. Tam Lai-ting, who appear- ed early in the proceedings as mediator, was General Li Fu-lin's representative, and worked in concert with Mr. Ma Chiu-chun, whom I have also mentioned in my despatches, There is finally Mr. Wei Hai, Dr. Sun's French-speaking Secretary, who was present at our last interview with him, and who also rendered most useful assistance.

I finally enclose herewith copy of a report on the latter part of the strike, addressed by the Senior Naval Officer to the Cammodore (enclosure 3), which besides ser- ving to supplement mine should prove of general interest.
